Phil is a 1995 graduate of Eastern Kentucky University in Richmond, KY. He became licensed as an OTR with the WV Board of Occupational Therapy in November, 1995, and was appointed to the Board in September, 2006, as an OTR representative.
Phil currently works as a vestibular rehabilitation specialist at St. Mary's Outpatient Rehabilitation Center in Huntington, WV. He and his wife, Sara, reside in Huntington, and have two children.
